Join the Project Planning and Delivery Group in an exciting opportunity to provide technical leadership to the Ontario Clean Water Agency and its clients on water/wastewater related infrastructure with a focus on storm water infrastructure and management. As a subject matter expert, you will lead projects and Agency initiatives, mentor colleagues and assist with the development of value-add services and foster client relationships and business opportunities.

In this role you will:

  • Provide specialized engineering leadership and applied theoretical and practical subject matter expertise for the design, engineering, operational troubleshooting, optimization, environmental compliance and provision of municipal and industrial water and wastewater systems with a focus on stormwater management.
  • Lead stormwater and construction/project management related strategic directions within the Agency as the subject matter expert, ensuring that goals and objectives are met, and related tasks are completed.
  • Provide onsite and remote technical, project management and engineering advice, expertise, support and guidance across OCWA’s Ontario based clients by working alongside our local regional operations teams.
  • Act as an internal engineering consultant and provide expert opinion to stakeholders regarding design development (engineering calculations and modifications), environmental regulations and engineering and operational guidelines.
  • Communicate with internal and external clients by preparing technical reports/memos and presentations with recommendations and solutions. Meetings/presentations may be conducted virtually or in-person, as requested by clients.
  • Work with and manage external engineering consultants to complete designs, permit applications, technical assessments, construction implementations and other technical documents to ensure compliance with legislation and standards and provide recommendations in design and operations.
  • Plan and evaluate processes and introduce business efficiencies through best practices concepts to reduce costs and maximize returns for both OCWA and its clients.
  • Support internal and external clients to deliver successful projects by establishing project objectives, monitoring project risks, ensuring that project timelines and budgets are being met
  • Develop project opportunities and foster client relationships in support of the Agency’s business goals.
  • Mentor engineers and other technical staff at all levels and create opportunities for growth and development.
  • Complete all work in accordance with applicable regulations, engineering technical standards and industry best practices.

  • Mandatory
    • Licensed Professional Engineer by Professional Engineers of Ontario (PEO) in good standing
    • Chemical/Civil/Environmental/Water Resources Engineering degree from a well-recognized engineering university will be considered as an asset.
    • A valid ‘G’ driver’s licence or equivalent as recognized by the province of Ontario.
    • Required to travel across the province, including to remote locations, using various modes of transportation.
    • Work outside in varied weather and climate conditions when required in the field.
    • Carry and maintain assigned OPS assets.
    • To use in the prescribed circumstances/manner all prescribed safety materials, equipment, devices, and clothing.
  • Knowledge
    • Technical knowledge of the theories, principles and practices of Chemical, Civil or Environmental engineering discipline, with a specialized knowledge of the water-related fields (mainly stormwater but wastewater and /or water is an asset)
    • Knowledge of engineering design and operation of complex wastewater systems and the policies and regulations pertaining to the collection treatment and discharge of municipal sewage, biosolids, stormwater and industrial wastewater.
    • Understanding of private sector, academic and international advances and innovations in technologies for the treatment and the collection, treatment and discharge of municipal sewage, biosolids, stormwater and industrial wastewater.
    • Federal and provincial legislation and regulations, guidelines and sound best management engineering practices related to the municipal and environmental areas for compliance of water, wastewater and stormwater work/projects with legislations and regulations.
    • Computers and related engineering software to conduct analysis, monitor work progress and prepare reports. Software applications such as word processing, PowerPoint, spreadsheets, and database packages to address data, conduct analysis and prepare reports, briefing materials and presentations.
    • Knowledge of government approval processes, protocols/practices and evaluation techniques to manage the planning, implementation and evaluation of assigned projects.
    • Knowledge of Project Management methodologies and best practices to manage multiple projects with varying scopes, budgets, and resources to successfully deliver projects within the group business model.
    • Risk management and assessment methodologies to assess and evaluate high-risk and high-impact issues to meet standards and provide recommendations, options, and highly technical expertise to senior management.
    • Research methodologies to identify best practices and technologies to resolve operational and compliance issues at water treatment plants.

    • Exceptional organizational skills with demonstrated ability to prioritize well and meet strict deadlines.

The Ontario Clean Water Agency is an agency of the Province of Ontario, reporting to the Ministry of the Environment, Conservation and Parks. In 2023, OCWA staff treated water and wastewater, and provided other technical services for 318 clients in the province including 169 municipalities, 16 First Nations, 108 commercial and industrial clients and 25 government and institutional clients.
