OCWA'S PROCESS DATA COLLECTION SYSTEM

OCWA delivers service with extensive experience and resources. Our hands-on expertise in the operations and maintenance of water and wastewater facilities is reinforced with corporate support systems in the areas of compliance, asset management, emergency response, and information technology.

Ontario Clean Water Agency: PDC Workflow

Among the many value-added programs that are included in our services, OCWA's Process Data Collection (PDC) is one such innovative and comprehensive tool that benefits our clients. PDC is a computer application which captures and stores data for tracking and analysis. Developed by operations and compliance specialists and launched in 1997, OCWA's PDC system gathers information from online instruments, manual data entry and lab reports, and generates a wide range of facility-specific reports.

INSTRUMENTATION AND SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA)

OCWA's highly skilled and trained SCADA and Instrumentation Technicians are available to troubleshoot and upgrade existing systems. New functionality can be built and integrated into existing systems. The team can also develop and/or deliver instrumentation maintenance and calibration programs.

WATER DISTRIBUTION SERVICES

OCWA's Operations & Maintenance Division includes a full line of water distribution services for Ontario municipalities including inspections, swabbing, flushing, hydrant and valve maintenance and repair, water main servicing, reservoir maintenance and repair, leak detection, and system mapping.

Building on its acknowledged operational expertise, the Agency has assembled a specialized distribution team, fully equipped and staffed with certified Water Drinking System Operators, who are available to assist with your water distribution challenges - large or small. Whatever the nature of your distribution issue, whether it's a lack of time and staff to stay on top of maintenance and inspection schedules, on-going poor water quality, or a one-time emergency - OCWA can customize a program to assist you.

STRATEGIC CAPITAL PLANNING

Municipal leaders and managers require an objective view of short and long-term capital needs when balancing funds with infrastructure life cycles and budget priorities. Among the essential infrastructure of every municipality, water and wastewater systems are dominant. With our broad expertise and experience, OCWA provides a seamless turnkey solution to your capital planning needs.

Clear and Accurate Information is Key

Knowing capital requirements well in advance is crucial to setting renewal budgets and water and sewage rates, and to establishing appropriate levels of capital reserves. This knowledge can also help your municipality avoid backlog deterioration costs caused by renewal under-funding. Being able to rank criteria such as energy optimization, security and compliance, helps you prioritize capital spending.

Regulations and industry standards now mandate the identification and recovery of all costs associated with operating, maintaining, renewing or expanding water and wastewater infrastructure. To meet these challenges, to set appropriate rates, and to support financial decisions, many organizations are undertaking various capital planning initiatives. Integrating today's operating realities with tomorrow's infrastructure demands, OCW's strategic capital planning:

  • Identifies backlogged, current, and future infrastructure renewal needs
  • Forecasts future capital requirements
  • Creates a dynamic Asset Management Plan and Inventory which can also be used for financial planning and budgeting and to meet emerging requirements
  • Offers comparison and optimization tools for developing and testing various funding scenarios
  • Determines the appropriate water and wastewater rates and produces technical data to support municipal rates
